The National Institute of Colonization and Agrarian Reform (Incra) suspended this Friday (13) all activities that involve travel to events. The autarchy informed that the reason is the lack of budget resources. With the decision, even deliveries of property titles are cancelled. An internal letter sent to INCRA’s regional superintendents, to which the Political Broadcast had access, emphasizes that the activities are carried out with funds from the secret budget amendments, which depend on the indication of the general rapporteur of the Annual Budget Law (LOA).
“In this scenario, we are already in the month of May 2022, and so far this institute has not had resources available for this purpose, due to the fact that Incra’s entire final budget is unavailable, and cannot be used in a discretionary way by the autarchy”, says the document, signed by the president of Incra, Geraldo José Filho.
A similar situation occurred at the beginning of the Bolsonaro government, in April 2019, when agrarian reform activities were also suspended. With the lack of resources, the agency will prioritize actions considered urgent and mandatory. The participation of civil servants of the municipality in external events, even if not paid for by Incra, was also suspended.
“That said, due to the provisions of the Fiscal Responsibility Law, it is necessary to strictly comply with this measure in order to avoid any liability of managers in the execution of the municipality’s budget”, says another excerpt from the letter. The decision is valid until the president of INCRA revokes it.
In recent months, President Jair Bolsonaro has participated in several events for the delivery of property titles in the country. On April 14, for example, he went to João Pinheiro (MG) to deliver land certificates and, in a speech, praised rural producers, one of his main bases of support.
“Our government, unlike the others, which got in the way and did nothing more than that, does not get in the way and collaborates with the rural producer”, said the president, at the time. “The family farmer is extremely important for us Brazilians. He is the one who produces the most varied agricultural plants, which go directly to our tables”, amended Bolsonaro.
