President of the Russian Union of Motor Insurers (RSA) Evgeny Ufimtsev expressed the opinion that the introduction of fines from cameras for drivers who drive without OSAGO is aimed at protecting “bona fide car owners” and reducing the cost of the policy.

The head of the PCA believes that automatic fines will significantly reduce the number of motorists who travel on Russian roads without a “car citizen”. Such, according to him, is now more than 10%.
