New sensors

In November, the government introduced a bill to the State Duma that would provide for equipping vehicles equipped with tachographs (taxis, buses, trucks with a gross weight of over 3.5 tons) with “hardware and software that ensures monitoring and maintaining the driver’s performance status.” In other words, it is a fatigue sensor. It is highly likely that it will come into force on September 1.

The point is that if the driver’s condition is assessed positively by the sensor, he will be allowed to drive for longer than prescribed by law – until real fatigue sets in. And if it’s negative, excuse me, the driver is obliged to take a break, even if he hasn’t reached the permitted maximum.

The most useful thing: the device will not allow a taxi driver to drive if he played backgammon all night instead of getting enough sleep before his shift. But how will it work in practice? Perhaps – not at all.

New application

In 2021, the President of Russia instructed the government to complete work on amending the legislation by June 1, 2022, which would allow individual traffic violations to be recorded and punished based on materials obtained through mobile applications.

This has already been done: citizens used regional applications “Moscow Assistant”, “Dobrodel”, “People’s Inspector” – usually to record parking on lawns and sidewalks.

The name “People’s Inspector” was chosen for the new federal application. Basic requirements for it:

fixing the location of the offense through geolocation; automatic binding to the date and time of recording; impossibility of updating data by the user.

There’s only a little bit left to do – tweaking the laws. Last summer, the State Duma sent the corresponding bill for revision. The federal application will be launched, possibly in the second half of the year.

New OSGOP

Compulsory carrier civil liability insurance is valid for all types of transport, except metro and taxi. Carriers insure passengers. In the summer, the State Duma adopted a law removing taxis from the list of exceptions.

From September 1, a legal entity or individual entrepreneur that has received permission to transport a taxi is required to insure its liability for damage to the health and life of a passenger.

OSGOP is purchased for each vehicle used in a taxi. Everything seems to be on point. The only confusing thing is that carriers will take money for insurance not out of thin air, but from clients. Will taxi services become even more expensive?

Old prices

In October, the State Duma rejected a bill designed to streamline the work of dealers. It provided for the sale of new cars at prices recommended by factories, and the installation of additional equipment on them only on the basis of an agreement with the buyer.

The government stopped the bill: “it unreasonably restricts the freedom of economic activity of a car dealer.” The State Duma Committee on Industry and Trade also gave him a negative assessment.

So pricing for new cars remains the same. The stated prices are nothing, the dealer has the right to increase it as much as he wants. If this is the norm of modern economic activity, why not legalize it for all other goods.
